RDS Device CAL is assigned to the device, so any number of users can use that device for RDS connections. It is a better choice for office thin clients, shared terminals, and training rooms. The rule is simple: if employees connect from multiple devices, choose User CAL. If many people use the same terminals, choose Device CAL.

Is an RDS CAL the same as a Windows Server CAL?
No. These are two separate licenses. A Windows Server CAL authorizes access to core server services such as file sharing, printing, and Active Directory. An RDS CAL is an additional license required specifically for using Remote Desktop Services. You need both, a standard CAL and an RDS CAL, for every user connecting via RDS.
How many devices can one user use with an RDS User CAL?
There is no limit. A user assigned an RDS User CAL license can connect to a Remote Desktop session from any number of devices, including an office PC, home laptop, tablet while travelling, or phone. One license covers everything.
Is an RDS CAL required for every remote connection?
Yes, every user or device connecting to Windows Server through Remote Desktop Services, including remote desktop sessions, RemoteApp, and VDI, requires an RDS CAL.
