If you have 3 shifts of 10 employees working on 10 computers, you need only 10 Device CALs instead of 30 User CALs. User CAL, on the other hand, is the better option when one employee uses multiple devices such as a laptop, tablet, and smartphone.
Is Device CAL permanently assigned to one device?
Device CAL is assigned to a device, but it may be transferred to another device no more frequently than once every 90 days. The exception is device failure — in that case, the transfer can be made immediately. This allows flexible license management when replacing hardware.
Do these CAL licenses work with Windows Server 2019 or 2022?
Windows Server 2016 CAL licenses are backward compatible — they work with Server 2016 and earlier versions (2012 R2, 2012). They are not compatible with newer server versions (2019, 2022, 2025). If you are planning a server upgrade, you should also account for the cost of new CAL licenses.
