No, these are two separate products. Windows Server CAL authorizes a device to use server services (files, printing, AD). RDS CAL is an ADDITIONAL license required for remote desktop sessions. Every device connecting through RDS needs both: Windows Server CAL + RDS CAL.
How many people can use one thin client with an RDS Device CAL?
There is no limit. RDS Device CAL is assigned to the device -- every employee who uses that thin client for an RDP connection is covered by the license. This is the main advantage of the Device model in shift-based environments.
Can I buy more RDS Device CALs later?

Do RDS CAL 2022 licenses work with Windows Server 2019?

Yes, but after 90 days from assignment. The RDS license server automatically releases a Device CAL after 52-89 days of device inactivity. It is also possible to manually remove the assignment in RD Licensing Manager in the event of device failure.
